Two accused killers break out of Florida prison

ORLANDO, Fla | Mon Oct 24, 2011 7:08pm EDT

ORLANDO, Fla (Reuters) - Two accused killers escaped through an air conditioning vent and used blankets to scale razor-wire-topped fences to break out of maximum security at a Florida prison before dawn on Monday, authorities said.

"When all the details come out, you probably won't believe (it)," Indian River Sheriff Deryl Loar said.

The two men had been cellmates for the past five days in the Indian River County Jail and were being held on murder charges for separate incidents.

"It was a very elaborate scheme. We also know that it was very detailed in the way they departed the premises," Loar said at a press conference.

Loar said the inmates made use of the jail's air conditioning system to get out of the jail building and used clothing or blankets to help scale multiple razor-wire-topped fences. Investigators believe the inmates had outside help and fled in a car, he said.

One of the escaped inmates, Rondell H. Reed, who turns 52 on Tuesday, has a history of shooting at police, according to sheriff's records. The other escapee, Leviticus Uriah Taylor, 25, was convicted of first-degree murder within the past month and was due to be sentenced on November 10, Loar said.

Loar said both are considered dangerous and likely have left the immediate Indian River area.

The inmates were discovered missing during a routine hourly head count just before dawn, officials said. During a search of the jail, their red jumpsuits were found in a service area.

According to sheriff's records, Taylor was convicted of a 2009 murder during a home burglary. Reed was awaiting trial in connection with the murder of his sister's boyfriend and theft of the victim's Corvette at an automotive shop.

Florida Governor May Divert Taxes to STEM Majors

AppId is over the quota
AppId is over the quota

Florida Gov. Rick Scott has a message for any aspiring anthropologists in Florida: Look elsewhere.

The Republican governor told conservative radio show host Marc Bernier this week that the state is going to begin shifting funding away from certain liberal arts majors at state universities to favor STEM disciplines.

"You know, we don't need a lot more anthropologists in the state. It's a great degree if people want to get it, but we don't need them here," he said.

Scott said students need to focus on studying subjects that can get them jobs—specifically in high-growth areas such as STEM.

"I want to spend our dollars giving people science, technology, engineering, math degrees. That's what our kids need to focus all their time and attention on," he said. "So when they get out of school, they can get a job."

He told Bernier that everything he does as governor has been designed to keep the cost of living down and to create jobs. Since taking over as governor at the beginning of the year, Scott says he's made the state more friendly for corporations, and that Florida has added more than 10,000 private-sector jobs each month this year.

"My job is to keep building jobs each and every day," he told Bernier. "People that are thinking about making big corporate moves, they're thinking about Florida for the first time."

Scott reiterated his position to the Sarasota Herald-Tribune.

"If I'm going to take money from a citizen to put into education then I'm going to take that money to create jobs," he told the paper.

Any Floridians who are considering studying anthropology may have to look elsewhere, anyway. Florida State University recently announced that it is no longer admitting students to its undergraduate and graduate anthropology programs because of the state's budget crisis.

TALLAHASSEE, Florida | Fri Sep 30, 2011 12:44pm EDT

TALLAHASSEE, Florida (Reuters) - Florida defied national Republican Party leaders on Friday and set its presidential primary election for January 31, a move by the pivotal swing state likely to push forward the 2012 election schedule as other states jockey to maintain their influence.

The four states authorized by the Republican National Committee to go first in the nominating process -- Iowa, New Hampshire, Nevada and South Carolina -- were expected to respond by moving their nominating contests forward from February to early January.

"The arrogance shown by Florida's elected leadership is disappointing, but not surprising," said Iowa Republican Party Chairman Matt Strawn.

Florida is the largest of the presidential swing states and moved its election forward in order to increase its influence in the process that will eventually produce a Republican nominee to challenge Democratic President Barack Obama in the November 2012 election.

In the process of choosing the presidential nominees for the two major U.S. political parties, candidates compete in primary elections and caucuses at the state level to win delegates who ultimately will pick the nominees in party conventions.

The Republican National Committee has threatened to punish Florida with the loss of half of its delegates to the party's nominating convention, which will be held in Tampa, Florida, in August 2012.

Strawn urged the committee to make good on the threat and punish Florida's "petulant behavior."

Members of Florida's Presidential Preference Primary Date Selection Committee said the added clout from an early primary would offset the loss of delegates to the nominating conventions, which had become little more than "coronations" for outcomes that have already been decided.

"We're the biggest swing state in the union," said former Florida Governor Bob Martinez, a Republican on the panel that set the date. "So, I think this is a real, real election in Florida."

As it stands now, the Iowa caucuses are set for February 6, the New Hampshire primary for February 14, the Nevada caucuses for February 18 and the South Carolina primary for February 28.

Strawn said those states would move their elections and caucuses forward in tandem to maintain their voting order.

Florida executes man for 1978 police killing

(Adds new details and updates with execution carried out

By Michael Peltier

TALLAHASSEE, Fla (Reuters) - Florida on Wednesday executed a man convicted of killing a Coral Gables police officer in 1978, the first inmate put to death since the state changed its lethal injection procedure.

Manuel Valle, 61, was pronounced dead by Department of Corrections officials at 7:14 p.m. local time, shortly after being administered a series of lethal drugs at Florida State Prison near Starke.

Valle, who spent 30 years on Florida's death row, was the first inmate executed since Republican Governor Rick Scott took office in January. Florida's governor signs the death warrant for a condemned inmate. Valle was the 37th person put to death in the U.S. this year.

His execution was delayed for about three hours on Wednesday as his attorney petitioned the U.S. Supreme Court for a stay, arguing unsuccessfully that executing Valle after three decades on death row was both cruel and unusual.

A corrections spokeswoman said Valle was served a last meal of fried chicken, white rice, garlic toast, peach cobbler and a Coke.

He did not make a final statement, but the deceased officer's wife issued one.

"Even though I believe this execution was just, I don't believe I will ever have complete closure," said Lana Pena Kemmerer.

The Cuban-born Valle was 27 when he shot and killed Coral Gables Officer Louis Pena after being pulled over for running a red light in a stolen car in April 1978.

As the officer checked the license tag, Valle retrieved a gun from the stolen vehicle and fatally shot Pena in the neck.

When a backup officer arrived, Valle shot him too. Protected by a bulletproof vest, Officer Gary Spell survived and testified at Valle's trial.

Convicted and first sentenced to death in 1981, Valle avoided execution for decades due to numerous appeals, reversals and re-hearings that wound all the way to the U.S. Supreme Court. This was his third death warrant.

Valle was scheduled to die on August 2, but the execution was again postponed to allow for a hearing on his concerns about the use of a new sedative by the state.

Earlier this year, Florida prison officials substituted one of the drugs used in the three-drug lethal injection protocol after its Dutch manufacturer stopped making the product to protest its use in executions.

In late August, the Florida Supreme Court unanimously rejected arguments by Valle's attorneys that the substitution of pentobarbital into the procedure would allow their client to remain conscious, thus subjecting him to undue pain and suffering when the next two drugs were administered.

In an opinion that cleared the way for future executions using pentobarbital, the court said it found no credible evidence that administering the drug at 10 times the normal sedation dosage would allow Valle to remain conscious.

By itself, the drug is considered lethal at the dosage used by the Department of Corrections. It is followed by other medications that paralyze the lungs and cause a heart attack.

Valle was the 70th inmate executed in Florida since the reinstatement of the death penalty in 1976 and the first since February 2010.

August 25, 2011 Print

As one hurricane grazes Florida, another is going to hit it straight on. Michele Bachmann's campaign recently announced a weekend of stops in Florida, perfectly timed to coincide with the arrival of Hurricane Irene. The Minnesota representative has her first stop at Angie's Sub Shop in Jacksonville Beach on Friday afternoon, right around when the outer rings of Irene will be pelting the Florida coast with rain and high winds. [See photos of Michele Bachmann.]

Bachmann campaign spokesperson Alice Stewart told U.S. News in an E-mail that the campaign currently has no intention of changing its plans in light of the impending storm. Indeed, the campaign trail—even on the Florida coast—is arguably a better place to be this weekend than Washington, which could see significant rain and damage from Irene.

Quotes from Republican candidates' Florida debate

RICK PERRY, TEXAS GOVERNOR
On Texas policy to give in-state college tuition fees to the children of illegal immigrants:
"If you say that we should not educate children who have come into our state for no other reason than they've been brought there by no fault of their own, I don't think you have a heart. We need to be educating these children, because they will become a drag on our society."
On creating a better climate for small business:
"What we've done in the state of Texas over the course of the last decade is to lower that tax burden on the small businessmen and women, have a regulatory climate that is fair and predictable and sweeping tort reform that we passed in 2003 that told personal injury trial lawyers, 'Don't come to Texas because you're not going to be suing our doctors frivolously.' ... If it'll work in the state of Texas, it'll work in Washington, D.C."
Accusing Romney of changing positions on issues:
"I think Americans just don't know sometimes which Mitt Romney they're dealing with ... we'll wait until tomorrow and see which Mitt Romney we're talking to tonight."
On Romney's criticism of the Social Security government retirement system:
"Now, it's not the first time that Mitt has been wrong on some issues."
MITT ROMNEY, FORMER MASSACHUSETTS GOVERNOR
On immigration:
"We have to crackdown on employers that hire people that are here illegally. And we have to turn off the magnet of extraordinary government benefits like a $100,000 tax credit -- or, excuse me, discount for going to the University of Texas. That shouldn't be allowed. It makes no sense at all."
On whether he thinks Obama is a socialist:
"Let me tell you the title that I want to hear said about President Obama, and that is: former President Barack Obama. That's the title I want to hear.... What President Obama is, is a big-spending liberal. And he takes his political inspiration from Europe and from the socialist democrats in Europe. Guess what? Europe isn't working in Europe. It's not going to work here."
NEWT GINGRICH, FORMER HOUSE SPEAKER
On what would happen if political gridlock in Washington continues:
"We might as well buy Greek bonds and all go down together."
GARY JOHNSON, FORMER NEW MEXICO GOVERNOR
On Obama's jobs record:
"My next door neighbor's two dogs have created more shovel-ready jobs than this president.'
MICHELE BACHMANN, U.S. REPRESENTATIVE FROM MINNESOTA
On the tax burden:
"Barack Obama seems to think that when we earn money, it belongs to him and we're lucky just to keep a little bit of it. I don't think that at all. I think when people make money, it's their money. Obviously, we have to give money back to the government so that we can run the government, but we have to have a completely different mind-set. And that mind-set is, the American people are the genius of this economy. It certainly isn't government that's the genius."
HERMAN CAIN, BUSINESSMAN
On which federal department he would eliminate:
"If I were forced to eliminate a department, I would start with the EPA (Environmental Protection Agency) and start all over. It's out of control. Now, I know that makes some people nervous, but the EPA has gone wild. The fact that they have a regulation that goes into effect January 1, 2012, to regulate dust says that they've gone too far."
RICK SANTORUM, FORMER PENNSYLVANIA SENATOR
On immigration:
"Governor Perry, no one is suggesting up here that the students that are illegal in this country shouldn't be able to go to a college and university.... The point is, why are we subsidizing? Not that they can't go. They can go. They just have to borrow money, find other sources to be able to go. And why should they be given preferential treatment as an illegal in this country?"
