Beirut (News and Us)-the United Nations Interim Forces in Lebanon (UNIFIL), Tuesday (7/4), insists Israel must withdraw from the northern part of Ghajar, a Village on the border of Lebanon.

Israel's occupation of the northern part of the village was a real violation of UN Resolution 1701, UNIFIL said in a statement. The UN troops said Israel should withdraw its forces from the area. Not long ago UNIFIL refusing Israel build a fence around the village.

UNIFIL will work closely with the Lebanese military in order to implement the UN resolution and prevent any violation by Israel. Israel occupied the northern part of the village during the 2006 war.

Ghajar is a village of 2,000 residents with Alawi in the Hasbani River on the border between Lebanon and the Golan Heights; the international community recognized as a territory occupied by Israel but Syria.

Control over Ghajar has been repeatedly moved the hand. Three hundred years ago, the village was known as Taranjeh. The village was given the name of Ghajar under the rule of the Ottoman Empire (Ottoman Empire), when the land was seized from villagers by the Kurdish people and sold by force.

According to local legend, the Kurdish Governor tried to ride his horse ever Ghajar on the graves of pious people, Sheikh Al-Arba'in. The horse is not going by order of the Governor and on the following day, a fire broke out, thus damaging the shield and swords of the Governor. The Kurds fled and quickly resell it.

Before the 1967 Arab-Israel war, Ghajar was considered part of Syria and its citizens counted in the Census of 1960, Syria.

When Israel captured the Golan Heights from Syria in 1967, Ghajar remained a land of no man's land for two and a half months.  Alawi community there launched a petition to Governor of Israel in the Golan Heights so that they are included into the area of Israel, as part of the Golan Heights, and not Lebanon. The reason is that they think of themselves as people of Syria, as the majority of the citizens of the Golan.
Israel agrees to enter into the area of occupation in Ghajar, Golan Heights, and then receive their citizens living under the control of Israel.

Ghajar expanded northward into Lebanese territory, and entered the neighborhood of Wazzani in the North of the border.

US urges Central African rebels and restore law and order

"The United States urges all parties and asked to ensure that their forces respect the human rights of the people of Central Africa and the Central African Republic," the statement said.

"We are extremely concerned about the worsening humanitarian situation in CAR and extensive and credible reports of human rights violations by the national security forces and fighters Seleka." (AK)

US urges Syria attend opposition Rome

London (Reuters)-A senior United States officials, Sunday urged Syria to withdraw Islamic opposition out of the international gathering in Rome on Thursday which will be attended by new U.S. Secretary of State John Kerry.

National Coalition Chief Ahmed al-Khatib Moaz said on Saturday that it withdrew from the meeting of the 11 countries Syria to protest the inaction of the international community which was "shameful" in the face of civilian killings in his country.

U.s. officials said: "we have stressed ... that they have a chance in Rome, to meet with those countries that have given the greatest support to them and present to us all how they look at the security situation in the field, the humanitarian situation, politically and economically.

"The meeting was also an opportunity for them to meet with the Foreign Minister of the new us and speak directly to him," he said when speaking on the plane carrying Kerry to London to start his first official visit, a visit to Europe and the Middle East.

Former u.s. Ambassador to Syria, Robert Ford will be in Cairo on Sunday night to meet with the opposition of Syria in order to try to convince them to withdraw their decision to boycott the meeting in Rome.

However, the officials acknowledged that the opposition of Syria was under "heavy pressure" from its own members and those of Syria, who is skeptical about the value of attending the International Conference.

Khatib said on Saturday that the withdrawal from the Rome meeting and the cancellation of a planned visit to Washington and Moscow is the lack of protest over the global outcry over the "crimes committed against the people of Syria".

The conflict, which the UN said Syria has killed more than 70,000 people in the two years since a crackdown President Bashar al-Assad to anti-regime protesters, shows no sign of subsiding. (AK)

The Sam Rainsy Party of, which is the main opponent is graded Prime Minister HunSen, currently living in France to avoid jail on a series of verdicts that are assessed by observers based on political motivation.

Leaders of the opposition groups that is a National Rescue Party Chairman of Cambodia, which was formed last year to challenge the power of Hun Sen who has endured for 28 years.

Posner said that the elections in July, "will test the Government's commitment to support multi-party democracy".

The Sam Rainsy Party of, 63, will be jailed for a total of 11 years when he returned to his country.

He terminated 10 years in prison for "in absentia" on 2010 top broadcasting map border with Viet Nam. The verdict was later reduced to seven years.

Rainsy Party of then convicted on the two cases are different, the one relating to the border of Viet Nam and the other because it had accused the Minister of Foreign Affairs as a member of the Khmer Rouge regime which is brutal at the end of the 1970s.

In November, the General Election Committee of Cambodia's Sam Rainsy Party of announced that it could not be a candidate in the elections because of the legal issues involved.

The Government insisted that Rainsy Party of having to undergo a punishment in prison.

Hun Sen (62) currently has led Cambodia since 1985, and pledged to remain in Office until he was 90.

In the last parliamentary elections in 2008, the political vehicle of Hun Sen, the Cambodian people's Party, managed to seize 90 of 123 seats in the National Assembly. (G005/RN)

PM urges Turkey support negotiations with the Kurds

Ankara (Reuters)-Turkey's Prime Minister Recep Tayyip Erdogan Sunday asked residents in the southeastern region of the country that the majority of Kurds to support peace negotiations with outlawed group PKK.

The initial verdict against Ocalan death sentence converted to life imprisonment sentence on a prison island off the coast of Istanbul since 2002.

Each year the Kurdish demonstrators clashed with police to protest Turkey's arrest of their leader.

Turkey, the EU and the u.s. considers the Kurdistan Workers ' Party (PKK) as a terrorist organization.

Turkey's military launched air attacks and ground operations are limited to the northern Iraq since August 2011 following the wave of attacks, the PKK guerrillas after the traffic-jammed a ceasefire before.

The PKK launched attacks from their hiding places in the remote mountains of Iraq as part of their war to gain greater rights and autonomy for the Kurdish population.

Northern League leader Umberto Bossi said he should be replaced by former Justice Minister Angelino Alfano.

Mr Berlusconi's majority has crumbled ahead of the vote, with several MPs defecting or saying they will rebel.

Until now he has insisted he has enough support to be able to continue to govern and has denied he will resign.

While Italy's deficit is relatively low, investors are concerned that the combination of Italy's low growth rate and 1.9tn euro (£1.63tn; $2.6tn) debt could make it the next to fall in the eurozone debt crisis.

"We asked the prime minister to stand aside," Mr Bossi told reporters on the margins of parliament.

However, when asked about the expected outcome of a normally routine vote on approving state finances, Mr Bossi told reporters: "Nothing will happen today."

After late-night talks with his own party and Northern League leaders, Mr Berlusconi is reported to have said that he would wait to see the outcome of the vote before making a decision on his future.

He spent the morning attempting to shore up his support with those MPs who had threatened to abandon him ahead of the vote, which has been delayed until 16:00 GMT.

Borrowing costs spike

Last month, the same budget measure was defeated in parliament by a single vote. Mr Berlusconi is reported to be short of the 316 votes needed to prove that he still has a majority.

But analysts say Mr Berlusconi may still win as the centre-left may abstain, allowing the essential measure to pass.

Members of the opposition have said they will be present in the chamber, but will not vote, La Repubblica reports.

"Our message to the coalition is, 'be counted'," Pier Luigi Bersani, secretary of the centre-left Democratic Party said, according to the paper.

New measures should include improving access to finance, especially in the bond markets, the CBI said on Monday.

The CBI said firms with a turnover between £10m and £100m represented less than 1% of UK businesses but generated 22% of revenues and 16% of all jobs.

The group said that these firms were "under the radar" policymakers.

CBI director general John Cridland said: "Medium-sized businesses are truly a forgotten army, and now is the time to unlock their potential.

"We should be championing, nurturing and encouraging our mid-sized firms so that more of them grow and create jobs. For too long these companies, which could inject tens of billions of pounds into our economy, have fallen under the radar of policymakers.

Mr Cridland said he would like to see the UK develop its own verions of the German "Mittelstand" - a backbone of medium-sized firms which export, innovate and generate growth.

"To achieve extra growth, medium-sized firms must have access to new kinds of finance," he said.

"This means opening UK bond markets to medium-sized businesses, encouraging use of venture capital, and making it easier for large companies to invest in medium ones, possibly in their supply chains."

A Department for Business spokesperson said: "We welcome the CBI's focus on the UK's mid-sized companies, and today's report.

"The Government is already focused on this group as part of the growth review, and we will be setting out our proposals alongside the autumn statement in November," the spokesman added.

GENEVA(Reuters)—The United Nations human rights office called on Friday for a full investigation into the death of Libyan leader Muammar Gaddafi and voiced concerns that he may have been executed.

Separate cellphone images showed a wounded and bloodied Gaddafi first alive and then later dead amidst a jostling crowd of anti-Gaddafi fighters after his capture in his hometown of Sirte on Thursday.

"There's a lot of uncertainty about what happened exactly. There seem to be four or five different versions of how he died," U.N. human rights spokesman Rupert Colville told Reuters Television in an interview.

"If you take these two videos together, they are rather disturbing because you see someone who has been captured alive and then you see the same person dead.

"We are not in a position to say what has happened at this point but we feel that it is very important that this is clarified, that there is some sort of serious investigation into what happened and what caused his death," he said.

Asked whether the office of the U.N. High Commissioner for Human Rights Navi Pillay was concerned Gaddafi may have been executed while in captivity, Colville replied:

"It has to be one possibility when you look at these two videos. So that's something that an investigation needs to look into," he said.

ARRESTED ALIVE, KILLED LATER

It is a fundamental principle of international law that people accused of serious crimes should be tried if possible, he said. The International Criminal Court (ICC) issued arrest warrants in June for Gaddafi, his son Saif al-Islam and intelligence chief for crimes against humanity.

"Summary executions are strictly illegal under any circumstances. It's different if someone is killed in combat. There was a civil war taking place in Libya. So if the person died as part of combat, that is a different issue and that is normally acceptable under the circumstances," Colville said.

"But if something else has happened, if someone is captured and then deliberately killed, then that is a very serious matter," he said.

Gaddafi was fatally wounded by a bullet in his intestines following his capture, according to a doctor who examined his body, amid conflicting accounts of how the fugitive former Libyan leader met his end at the end of an eight-month uprising against his 42-year rule.

"Gaddafi was arrested while he was alive but he was killed later. There was a bullet and that was the primary reason for his death, it penetrated his gut," doctor Ibrahim Tika told Al Arabiya television. "Then there was another bullet in the head that went in and out of his head."

Earlier, Prime Minister Mahmoud Jibril, reading what he said was a post-mortem report, said Gaddafi was hauled unresisting from a "sewage pipe," shot in the arm and put in a truck which was "caught in crossfire" as it ferried him to hospital.

Jerky footage showed a man with Gaddafi's distinctive long, curly hair, bloodied and staggering under blows from armed men, apparently NTC fighters.

An international commission of inquiry, launched by the U.N. Human Rights Council, is already investigating killings, torture and other crimes in Libya.

Colville said he expected that the team would look into the circumstances of Gaddafi's death and perhaps make recommendations about the need for a full national inquiry or an international investigation.

ACCRA (Reuters) - Ivory Coast's President Alassane Ouattara Thursday urged Ghana to arrest and hand over Ivorians indicted for war crimes and other abuses during four months of post-election conflict in Ivory Coast.

Ouattara, on a one-day visit to neighboring Ghana, said his government was committed to restoring the rule of law by ensuring justice for all.

"There are groups of persons who have come to Ghana ... after committing humanitarian and war crimes, so we have issued warrants according to the rules of Ecowas (the West African regional body) and we are urging that they should be handed over," he told journalists before boarding the flight home.

Ouattara met Ghanaian President John Atta Mills. A statement read by Ghana's Foreign Minister Mohammad Mumuni said the two countries had agreed that former Ivorian combatants who had sought refuge in Ghana should be repatriated to a third country.

Ghana is hosting several thousand Ivorian refugees who fled the conflict and also some aides and supporters of former Ivory Coast leader Laurent Gbagbo.

A 2010 election in the world's top cocoa grower aimed to draw a line under a 2002-2003 civil war that split the country turned violent after Gbagbo refused to accept defeat under UN-certified results.

Gbagbo was ousted following his capture in April after a struggle in the commercial capital Abidjan against troops backing Ouattara with the support of French and U.N. forces.

The conflict killed more than 3,000 people and displaced over a million. The U.N. and rights groups have said both sides committed atrocities.

The new Ivorian government has said it was concerned Gbagbo's supporters who fled to Ghana could use it as a base to destabilize the administration, accusations Ghana has rejected.

Ouattara said allegations against those who back him were also being investigated and those found to have been involved in any crime will face justice.

WASHINGTON - Secretary of security inland Janet Napolitano asks the public to remain vigilant and approaches to report any suspicious activity to the authorities as the 10th anniversary of the terrorist attacks of September 11.

Napolitano issued his plea Friday that federal authorities have continued to investigate a "recent specific, credible but unconfirmed threat" that proposed al-Qaida terrorists may be planning an attack in Washington and New York to coincide with the anniversary of the end of week.

She said the homeland security is a shared responsibility and the people urged "If you see any thing, something to say."
